      It unlocked for me when I beat Nergigante for the first time. Haven't even seen Daora yet, so the person who said you need at least 1 "elder dragon blood" is right.

          I stopped using this armor for an Elder Dragons armor which has a higher base defense, but soon went back to it when i realized it had a higher base armor rating when upgraded, then with the passives it made it really good. So far i have about 416+ defense. Take so little damage lol

            I have beaten Nergi multiple times, I hunted Black Diablos, Lavasioth and Uragaan as well, am HR14 now, and I still don't have the option to craft this armor.
            What did I miss?

              You have to get to the eldar recess area later in the game aroud HR 12 - 14 i think once you have access to Eldar Dragons it should appear
