      "Another theory is complete all 1-5 star optional quests". I can confirm that this is not criteria. I'm a new MonHun player but have done all side content as far as I can (Gives the Orange Completed stamp instead of blue). It's more than likely story progression + research progression based.

        I completed the quest "From The White Winds of the New World" and I unlocked this armor, in order to obtain the quest, I completed all secondary assignments, even the ones you have to take from the third fleet at their base, done this I received the quest from the commander, quite a bastard one, you have to kill a Legiana, Odogaron, Diablos and Rathalos in 25 minutes if I remember correctly

          Unlocked after getting a research commission ticket. From The White Winds of the New World, but other quests reward it as well. I do not have all optional quests completed.
