LVL 6 Wildspire or higher it seems and its pretty rare.......

Since no one really mentioned it:
You get these from Mining Nodes Levels 2 and 3, Slot in Geologist 3 When in the GL and go for mining nodes. Doesn't matter what level your Wildspire Region is or time of day. Just the Gathering Leves. Get a Node Map and do a few laps. You should have at least 5 of them in about 20 minutes of looping.
Same thing applies for all other gathering nodes in the GL, just use Geologist 3 at all times to speed up a lot of mining, and also double shiny drops from T2 and above monsters. You can get 15+ Tempered Trancehides per Namielle hunt easy
