As someone else said, it is dropped by Black Diablos, specifically by breaking it's horns according to the in game rewards screen. I received one from a normal master rank investigation

It is really easy to get and to me it's useless I needed the black curl stouhorn and it gave diablos hardhorn for about 10 quests

Totally unjustifiable how rare this horn is fought Black Diablos 5 times in a *****ing row, 0 horns to show for it.

I did "The Desert Dash" and ended up getting two of them. I then spent all my money on lottery tickets, but all my luck was used up.
