"Lunastra Layered set" should be Sakura Layered Armor. According to requires which is available from quests "Sakura In Full Bloom" (Street Fighter V collaboration). They are not available on PC. Which is why Sakura Layered Armor is not available too. (well... most likely)

I don't think there's a Lunastra Layered set. I have a ticket and nothing was unlocked in deliveries. Nobody in Astera or the Research Base has an exclamation point above them as well.
