OMG finally got him! Actually, this one spawns as an additional hare, not replacing one of normals. I found him on the entrance of NW camp, there were 3 hares all the time, but this time it was 4 of them.

For those that are looking to farm one, I can confirm they can spawn at any spawn of hares. They can spawn at night, though perhaps the chance is better in the day. If you have a guilie suit on you can just crouch walk up to them and catch them without any fear of them running away. The quickest method I found to farm them is to expedition to the Ancient Forest and check the spawns at zone 1 (2 hares at entrance of camp. 3 to the right of the fishinghole, up on a ledge), then fly to camp 8, with a guilie suit on crawl out of the camp to check the 3 hares right outside the camp. If you're still out of luck expedition to the wastes and check the two spawns in zone 1 (2 to the right and 2 straight forward after jumping down from the camp area). Cycle back and forth between these 3 camps until you find one, swapping between the Forest and Wastes refreshes the spawns. On average it usually takes 4 rotations like this to find one.
